Paul is originally from Pittsburgh, PA and has lived in South Florida since 1985. Paul graduated from the University of Pittsburgh in 1979, with a Bachelor of Arts in Political Science and Philosophy. In 1984, Paul earned his Juris Doctorate from California Western School of Law in San Diego, California.

Admitted to the Florida Bar in 1985, Paul began his practice with wife and partner, Diane M. Perkins, and is co-owner of Mandel & Perkins, P.A. and Capital Abstract & Title.

In 1987 Paul created Federated Home Mortgages to service clients with mortgages services and products. Later in 2004 the mortgage company merged and became known as Southcoast Guaranteed Mortgage Corp (SGM). In 2008, with the success of SGM Paul decided to open and expand the mortgage company with Senior Finance Network (SFN) a division of Southcoast Guaranteed Mortgage Corp., it was established to help the Seniors with Reverse Mortgages transactions here in South Florida.

Diane M. Perkins, a resident of South Florida since 1985, was born in New York and grew up in Delaware. Diane graduated from the University of Delaware in 1983, with a Bachelor of Arts in Criminal Justice and Political Science. In 1986, Diane earned her Juris Doctorate, Cum Laude, from the University of Miami School of Law in Miami, Florida. Admitted to the Florida Bar in 1986, Diane began her practice with husband and partner, Paul D. Mandel.
